started drilling and cutting my bent blank for the guy in OR. and wanted to know if I needed to heat treat the rivet areas and the guide rail areas.

I heat treated the entire receiver when I built my AK's.  Heat treating just one spot never occurred to me.  I think heating the trigger and hammer pin holes could be done, but the wear on these is relatively small.  I'm not sure what you would gain.  The big wear seems to be on the upper rail area.  That cannot be isolated for heat treat.  I have never skipped heat treat all together, either.  So you are on new ground to me. Normalized steel is real tough but prone to wear from abrasive action.  It's a "tough" call.  Heat treat also introduces the possibility of cracking the receiver thru over hardening.  That is difficult to do with 4130 though.  I'd almost say heat treat the whole thing.  That seems to work for me, but it's your receiver and your call...
