As a rule of thumb, I rotate my 1911 mags every few months so the springs don't get worn and don't feed.I like keeping it loaded for self defense purposes. But what about the AR15? I have 2 Colt 30 rounders and I was wondering can I keep 1 of them loaded and the other clear and use that for rotation or will it even hurt the mags to keep them loaded all the time?

Keep the mags loaded if you want, it's fine.
