Alright,  looking to build a ar in 7.62.  Want to use a 80% lower.  Im located near Camp Pendleton.  Anyone able to help or know who can?

If you want to have someone machine your 80% for you, the thing you need to find is called a "Federal Firearms Licensee". This FFL would need to be the specific kind who is licensed to "Manufacture and Sell Firearms" - Perhaps that person would be willing to mill your lower, engrave it with the federally required markings and serial number, process your federal and state background check and transfer fess, etc etc, and then transfer it to you after the mandatory waiting period. Absent that, you really need to do all the work all by your lonesome in order for you and your helper not to become what is known in modern parlance as "Felons eligible for long long prison sentences for countless violations of BATFE and CA DOJ regulations!" Thank you for soliciting illegal activity though. Game over. Now go buy a finished and serialized lower from an FFL for 1/10 the cost and no jail time.
