Who makes M1S' upper receivers (A2 and A3)?

I e-mailed them that question and they seemed to avoid it.  They did however say they buy bolt carrier assemblies from either Stag or National Aerospace

the last 2 a3's I have ordered both have a keyhole marked upper, if that helps

They told me they are made by major gov. contractors. So who builds for the gov. and are they really the same uppers?
