I would go with a CMT flattop upper, figure roughly $95.

For a bolt carrier, I would go with CMT again, thats about $120.

There are many different options in a FF tube or rail.  The cheaper ones tend to be heavier, but its all a matter of what you like.

I'm not a big fan of MBs on the AR15, and its hard to beat the cost of an A2 FS.  If you are looking for a muzzle brake, there are a lot of different ones, and most are pretty loud.  They all cost more than an A2.  Its just a thought, but if you are looking to save money, and go cheap, you can get an A2 FS now, and pick up a muzzle brake later (if you decide you still want it), the A2 is about the cheapest thing I've seen for the end of a barel.

I can't help but ask, why did you go with a SS heavy barrel, if you are looking for a light weight varmit  gun?  

Sometimes the right price makes it the right choice, and thickness of the barrel won't make it any more or less accurate for you.  I've got a few different SS barrels, and they all shoot better than I can.
