Has anyone built a 9mm with a Colt style mag block?

I know that a "dedicated" 9mm upper does not have the gas port drilled, but is that the only difference between a 9mm upper and a standard one? If so.. I have a mega upper that has M4 feed cuts on it.. will those cuts interfere with 9mm?
