I am considering buying and building from a parts kit.
I don't have any of the tools needed and have never built before.

Is there anyone experienced in the Houston area that might be willing to help ?

I'm going to have to use either a Colt or Bushmaster lower as my agency allows only those 2 manufacturers as authorized for patrol carry.

Just keep in mind, when building from a parts kit.... you really dont need a lot of special tools.  I assembled my first lower receiver with a few screwdrivers.

That being said, having an experienced hand in your first build sure wont hurt if you are skeptical.....  post this request in the Texas Hometown forums.
