When you have released the hammer; should you be able to move the selector to safe or not?

I got a kit from J&T and after I release the hammer, I cannot move the selector to safe. Is this normal?

My brother-in-law was a marine and he said, that on the one he carried, you could move it to safe at any time.

NO. You should not be able to move the selector switch unless you have charged the action on a semi-auto only AR15. Yours is functioning correctly.

Yeah, I forgot about the Garand. Actually I think the only guns I own that allow the safety to be engaged no matter what are the M1 carbine, Enfields, Cetme, and AK-74. All the rest, including the Garand, must be cocked first.

There are some after market triggers that alow movement of the selector with hammer forward. Jard adjustible comes to mind.
