Do I just drill out the rivet (or can it be punched out)?

If it's riveted, not held on with a roll pin you can file or carefully drill the peened head of the rivet and drive the rivet out with a pin punch.  You can also give it a good hit with a pin punch and it normally will break off the peening without having to file or drill it...

... How's that LTR I sold you holding up?

It's holding up well and the first time I took it out to the range, our rangemaster fell in love with it.  I let him fire it and he ran off and bought one for himself.  Thanks!

I'm thinking about doing the same thing with my front sling swivel.  Does anybody out there have ideas on what I can use to fill the holes?

Well, drilled it partially out and with a punch it knocked right out.  Great thing about these boards is that you don't have to look for the manual (especially when there's hundreds of books laying around).  Thanks!

stick a 1/16ths inch punch in the dimpled end and beat the living hell out of it with a hammer.  Worked fine for me.
