A friend of mine gave me a upper with a free float tube on it and the barrel seems loose to me . It wiggels a little but my regular barrell wrench wont clear do I need a special wrench for these?I took the gas tube out and the wrench wont in enough to do anything.

you may need to use a strap wrench.

Does the free float tube end that is attaches to the barrel have lots of litte holes drilled through it? (your gas tube would have went through one of them into the upper reciever) If it has these little holes a free float tube wrench will work well!

If you mean your wrench won't clear the barrel, I had to grind my wrench to open it up to get it to go around a Bull barrel.
