Would anyone know off hand what restrictions there are on building a 80% (a gun) lower AR-15 receiver in New York State, not New York city.

You're building a semiautomatic reciever for assembling a rifle.

The restrictions on your completed lower would be the same for any other post-ban AR-15 lower that you would buy. If a stripped lower if legal to posess in NY state, so is a completed 80% lower.
