Just built a kit and have a safety question.  It will not go into SAFE unless it is cocked.  Once cocked it goes to safe very easily.  If I pull the trigger  while in FIRE, it will not go into SAFE unless I cock the rifle again.

Is this normal?

yes its normal.  i had the same worry on my first build.  when you pull the trigger on an AR it doesn't "cock" the hammer like on a pistol.

Quite normal.  But what is more safe than the hammer down on an empty chamber or fired round.  Colt SSAs are classified as a Six Shooter, but no one does now or ever did carry one with six rounds in it.  The hammer was always down on an empty chamber.
