Can a EA lower receiver be identified as pre or post ban by the serial #.  Example EA XXXX

Sure it can, [url]http://old.ar15.com/legal/serialNumberList.asp[/url] all EA lowers are Pre-ban.

All EA lowers were made before the ban.  Whether they were complete rifles which qualified for grandfathering is another matter.

A stripped EA lower that's never been assembled before now is not qualified for pre-ban grandfathering.

Don't have to be actually assembled.  As long as there is enough parts and receivers to be assembled into complete rifles, that is enough.  Bushmaster got thousands of receivers qualified as preban guns by showing available parts in inventory; actual assembly was done later.

Yes - complete kits were grandfathered as well, I just get so tired of typing out all the nuances every time...[:\]
