Are there any loopholes in the laws against a civilian purchasing an IR Laser that would allow a civilian to legally purchase one?

So would it be illegal if a gun store had some brand new ones, but took it out of the box and therefore it was used, and sold it to me, would that be okay?

No. You are also not going to find any gun stores with them in stock. They have to be shipped directly from the manufacturer to the LE Agency.

Stupid question but why can't cilivians directly purchase IR lasers.  NVG are widely avaliable, IR filters for lights, IR chem lights why not lasers?  Thanks
