It's a SureFire G2 Nitrolon flashlight mounted in a 1" low mount scope ring. The rail is by NorthStar (generic Chinese, I think) and that's an SOG foregrip I got from M&A Parts when I ordered my lightweight upper from them.

I love the Surefire Millenium 500A.

There are three different versions.

I dont know if a rail can be added to the bottom. You might be able to substitute the Surefire bottom with a rail-compatible bottom.

I use a Surefire 952 with the ARMS throw lever mount on a GG&G rail. Sorry about the pic being so grainy, I really have to scan some decent ones some time.
