Does anyone know of any online tactical gear stores that will accept Paypal? I really need to buy one of these Blackhawk Duty M-16 Double Mag Pouches but would prefer to pay via Paypal.

I just asked if you were, I didn't say you're one. You are not a Team Member, you have a low post count, you joined less than a month ago... We've lost Paypal ability with vendors here due to SPIES.
