Manufacturing cost is the main reason. There is more machine work involved in producing the adapter for fixed stocks. Also, a proper fixed stock adapter will come with a vented, extended buttplate screw and a spacer for the buffer tube.

I sell mostly the GG&G adapters, so based on their design... The A2 model does have more machining involved as well as a spacer for the end of the extension tube and the vented extended screw. The A2 model costs $35 while the CAR runs $25.
