Bravo company talks about their bolts being shoot peened as part of QC I guess.  

What in the hell does that mean?

Much like having the "rods" (part that directs the pistons up and down within the cylinders) from your car's engine "shot-peened" to relieve all the stress from them and make them stronger - the same principle applies to the Ar bolts sold by Bravo.

It's a metalurgical stress relieving process.

they take cut steel rod or shot or other media and blast the part with an airgun, kinda like sandblasting.  It's often done in a fixture and computer controlled to give a % of coverage.

It actually doesn't relieve stress but creates compressive surface stress.  The good thing is compressive stress is not susceptible to crack propagation like tensile or sheer stress is.
