So I was at my friends house and he has a Gen 2 NV hand held sight. Well I turned my Aimpoint COMP-C and looked through the night vision. I could see the 4 MOA dot, and the brighter green circle from the sight. What exactly is the difference between NV capable optics and regular optics?

The "brighter green circle" that you describe sounds like the dot blooming.  Had you been using an M2, M3, M4, or T-1 at the appropriate NV setting, than all you would see is the crisp dot.  The dot cannot be seen with the naked eye on the NV settings, even in a pitch black environment.
