What type of ARMS throw level scope rings would I need to mount a Bushnell Elite 3200?  Would I need a set of inserts to accomodate the 30mm diameter?

ARMS rings are 30mm.  The optional inserts are for 1" scopes.....you do not need them.

Height will depend on your exact application.
