I just ordered a scope that has 3.5" of eye relief. Will this work on a flattop A3 AR15 rifle using an A2 buttstock?

It will be fine.  3 to 4 inches is the usual amount of eye relief on scopes with some amount of magnification.  Play with it once in the mount until you find the most comfortable setting.  I would suggest you keep in mind easy access to the charging handle.

I have read so many different posts about scopes with different relief distances I forgot what works.
This will be a target/varmint scope with magnification to 20x on a riser block.

It's really funny how some folks act regarding eye relief and ARs.  It's completely a non-issue, since you can purchase all sorts of mounts to place the scope farther forward until you are comfortable with it...

I think you're safe.

Some of the posts I have read make me think they are trying to mount a handgun scope.
I have put scopes on bolt rifles before with no problems, but there does seem to be a lot of discussion about mounting anything but a red dot on an AR.
