I thought I read that with an EOTech, mounting it forward is not important since it does not act as a red dot.

I only have rails on my reciever, should I mount it so it hangs over the front almost touching the M4 handguards, or even with the front of the reciever which looks a little better.

See which works better.  Generally, balance better over the upper.  Maybe faster sight pick up farther forward, but watch the balance.  It is a red dot, so I'm not sure what you mean by "not a red dot.
Who cares wha it looks like.

I'm not a pro -- but from all I have observed and read, you have greater peripheral vision as you move the site forward.  GG&G has scout rails for upper recievers for this purpose among other things.

I had mine way far forward.  I eventually moved it back to the end of the receiver for balance though.

Balance is definitely an issue. Makes Popeye forearms.
