Will a 10x Super Sniper mounted in med Leupold QRW's on a 1" rail to a flattop clear an ARMS 40 folded?

Yes it does, see below!

Will the scope picture in the above setup be distorted be front sight?

No distortion at all!

No, at 10x the scope will look right thru the FSB.

Everything's on, and on an RRA one inch rail, the Super Sniper just barely clears the folded #40.
Perfect!
LOS over bore is 3.00" inches, and the cheek weld isn't bad.

With the Leupy QRW rings it goes from short range precision to CQB in under a minute!!!
