I have two of them, the optics are outstanding, as good if not better then my Leupold Mark4 M1.  The elevation knob is marked M14 and they are calibrated for Federal GM 168 gr(or a similar load).
The tube is steel with a 26mm diameter (their biggest drawback is finding correct fitting rings, but most 1 inch rings will work with minor fitting). The Tritium has been removed but they are still  a very good deal.
