Helping a friend develop a load for his Colt 20" HBAR which has a 1.5 power Compact ACOG.  The reticle is the red +.  Distance is 100 yards to start.  Today I was able to group IMI 193 into 3".  A load I had put together using the Hornady 75 gr HPBT Match and H4895 for my 16" RRA M4gery, put 5 shots into 1.25".  

Am I realistically going to be able to do much better than 1.25" with such a low power scope?
