I just noticed this in this pic. It looks like this Marine either bought some kit before going over or was issued a #39 and a Reflex.

More than likely it's a private purchase.

SPMAGTF-X did buy a few 38s for M4s used in experimentation back in 1998, however those weren't common issue.  Some units locked on to the MEU were issued Reflex's or OEGs, but once they left the MEU they turned them back in.
