On all of my Colt flattop receivers, there is a slight amount of front to back play with the carry handle or any of the various scope mounts that I have before its actually locked down.

My question is should I push the carry handle or scope mount towards the front sight or the charging handle before locking down the screws/throw lever?

I believe the general rule is to tighten your mount/rings with them pushed as far forward (toward the muzzle) as possible.  This will make it less likely for the recoil to loosen the mount, since the receiver will be traveling rearward.

While my AR experience is, , limited, my somewhat intensive experience with precision rifles is that you push them forward prior to tightening, as M4-guy said.
