Arms 195 or TA-51 mount,or are they both the same?

100% correct. TA51 is the lowest mount. I dont know the exact difference, maybe someone else does? I will venture to guess the #19S is about 1/5" higher?

Is the #19acog the same height as the #19s?

#19ACOG, #19S and ARMS #10 are all the same height. And all slightly higher than the TA51 mount from Trijicon.

Well, if you REALLY wanted to go low, jprifles is making a flattop upper that has an ACOG mount integrated into the 1913 rail. I haven't been able to look at or see one short of the Internet though.

Short of unusual custom solutions like that, the TA51 is the lowest - about 0.15" lower than the ARMS #19 last time I compared - but we just used a ruler, so the measurement may be less than exact.
