On a 14.5" barreled carbine, if you mount a TA31F on top of an ARMS #38 instead of directly on to the flat-top, how will this effect the BDC?

For practical purposes, there is no difference.

If you are concerned about fractions of an inch, then you'll impact slightly higher at all ranges. Using M855 at 600 yds, your point of impact will be around 1" above the BDC point of aim.
