I currently have a 3/4" riser on my flattop and am interested in getting a Leupold 3-9x40 Tactical scope. Can anyone tell me if I will need the medium hight rings or just the low. Thanks.

Your goal will be to be 1.4" off of the top of the receiver.  If you have .75" inch of rise already, you will want a .65" ring (or close to it).  So, if you use the Leupold QRW or PRW rings, you will want the lows (.73"), or medium in the Mark IV's (.84").
