Any independently wealthy arfcomers out there willing to buy, smash, and melt these mags?  Surely, we would all be better off if they were cast back into the fiery hell from which they came.

Hmmm, perhaps they are good to keep around, just to teach people an important lesson about aftermarket mags.  The same idea as those goggles that make everything look like you are drunk, or one of those seatbelt demonstrators that public safety folks tow around. "Now you know what could happen if ......"

Why can't they be sold to ban staters, who can then replace the whole mag and keep the old (demilled) mag. No preban mag should ever be destroyed as long as there are ban states.

Because states don't have to follow old BATF rules.  Each state's AWB is different, and most don't allow for replacement of an existing pre-ban mag.  They should be destroyed.
