If the ban sunsets, will I be able to purchase an AR15 with a detachable magazine in CA? Right now the only AR15 you can purchase in CA are ones with permanently attached magazines.

No, California law is above and beyond Federal law. You might be able to put more evil features on an existing registered postban AR though.
