Colt did have a large batch of 'demo' mags black tefloned that were sold to a few distributors.  The keyword is 'demo' which means used and therefore the mags were refinished.  The mags were hyped as being DOE mags (Dept. of Energy) or other such nonsense.  

The mags that I saw were a joke, the teflon finish was applied over the std. moly finish of the mag.  You could look at the mag and see the previous mag wear of where the mag was down to the anodizing in spots and in other areas where streaks of moly still remained. I may still have a pick of the mag I had and will post it later.

Kevin is correct.  I've heard various stories about these mags, all of which were clearly bogus.  In one tale, they were "standard Navy SEAL issue!", and in another, they were "sterilized for the CIA", and in yet another, "used by the Department of Energy".  Usually people wanted $40-70 each for these mags, and there were always people who were ready to pay.  

Whatever.  They were NOT teflon-coated at the factory, unlike the La Belle teflon mags.  They were tefloned right over whatever moly dry-film was there.  And that's a problem for two reasons: the thick finish made the mags tight in the mag-well, which tends to remove the teflon finish quickly in wear areas, and because if the moly finish doesn't last (and we all know it doesn't), then you can imagine that it makes a poor base for a teflon coat.

In my opinion, these mags are worth LESS than a standard USGI mag, not more.
