Actually, I don't know of any steel core, lead jacket bullets. I think you mean steel core is surrounded by copper... |

Many steel core bullets have a steel inner core surrounded by a layer of lead, which in turn is surrounded by the jacket. E.g., steel core 7.62x39 Ball is made this way. |
