It is supposed to be "hotter" (more velocity from more/better powder) and more precisely-loaded (each one goes boom the same way) than ammo like Wolf, Silver Bear, etc..  That's the only difference I know of.  It is loaded to a higher specification for performance, assuming you mean US/NATO mil surplus.

It is cheap, it is reliable, AR15's were designed for it, and it has a higher fragmentation range than domestic .223 SAAMI spec ammunition.

Bottom line--surplus ammo makes you more tactical.
