I keep hearing (reading) about the Clinton EO to burn surplus M855, but I can't find it.

I checked the Fed Reg:  www.archives.gov/federal-register/executive-orders/clinton-subjects.html

No luck.

Anyone know what the EO number is or if it is another Internet hoax?
