Is there a difference between Q3131 and Q3131A ?

Q3131A is manufactured for Winchester in Isreal by IMI. It is closer to NATO spec ammo than Q3131.

I thought they did not make Q3131 anymore.

No.

Just FYI Shabo. There is no NATO spec for M-193.

Q3131:  Made by Winchester when they had the contract to run the Lake City small ammo plant for the government. This ammo is M-193. Period. Very hot ammo! Some rumors around about bad lots in 1999 when their contract was coming to an end. Never seen any evidence of this, but it's out there. NO longer made

Q3131A made by IMI in Israel for Winchester on IMI machines. Very good ammo not as hot as Q3131, but still excellent ammo. Still made

A few previously unavailable products now on the market:

M855 on stripper clips from Lake City and Winchester,
Q3131 from Winchester, ~ 1994 headstamps (KY Imports and Midway) and 2004/2005 headstamps (Cougar Ridge, low inventory),
Q3269 from Winchester, M855, 20/box (Cougar Ridge, 80,000 available, and Sportsmans Guide)

I'm adding these to the Ammo Price List under the "Recently on AR15.com" heading, along with the ADCOM M855 and a few others.

Thanks for straightening me out on that. I thought Q3131 was underloaded. I stand corrected, thanks again.
