Are there any good and bad Surplus .308 ammo?
Which to avoid and which is the most reliable?

Hirtenberger, Port, Aussie considered good, and there are many others, but few would argue that the three I named are good surplus. It might be easier to find South African right now than any of the  three, I have no experiance with the SA, so I can't say, but some seem to like it fine.

I like using Aussie, South African, Port, FN, Chiliean and Isreali .308
Hirtenberger is good if you can find it

Avoid the Indian .308 no matter what the headstamp is

+1

No Indian

PORT, HIRT, SA, AUSSIE and MAL have all performed well.

CAVIM was a little dirty but worked.
