Wolf is the cheapest - but it fails in accuracy and cleanliness.
Winchester Q3131A is a bit spendier (there are deals if you look around - I've seen it for $154/1000 rounds at gunshows) but its accuracy & cleanliness is very good.
I'm looking for appropriate ammo for the range... won't 55gr be too light for a 1/7" twist?

No it won't - its shoots fine - have you not read the Ammo Oracle? The link is tacked to the top of the forum.
I certainly don't want anything lacquered.

Newer Wolf isn't laquered - the older stuff is (be sure to ask if you are buying it).
I assume that the same weight bullet that is appropriate for my plinking will be appropriate for other uses but what weight is that, exactly?

Depends what those other uses are.
Military spec 55gr FMJ from Winchester as Q3131A or Federal as XM193, is a decent 'all purpose' round but it's not very good for small varmint hunting, nor is it good for long range target shooting.
What other uses are you intending?
