Somewhere between 175-200m.
At what range is the terminal ballistics of this round no longer optimal? I imagine there is some controlled expansion beyond the fragmentation range.

Optimal means that the bullet will fragment. If it doesn't do that, then you get a .22" permanent wound cavity except for an area along the wound path where the bullet will yaw and flip around. The wound will expand to the length of the bullet for a short distance. Now, obviously if the bullet strikes bone, there will be secondary fragments, and if the wound is near certain non-compressable organs, the temporary wound cavity can damage them, but both of these factors are true of any .223 bullet, and also can't be relied upon to be present in every case.
There is no expansion of OTM bullets. While the tips are open, the bullet is not constructed like a hollowpoint bullet that is designed to open up at the nose and expand. OTM bullets either fragment, or they don't.

The Sierra 69gr bullet is also good, but will have a longer "neck" for the wound path (meaning: the bullet will penetrate further before fragmentation occurs). For this reason, the 68gr bullet is preferred, though some guns are more accurate with one bullet over the other.
