shoot alot of 22 with a can.  Been reading about new safety 223. and a one inch steel plate. The bullet hits and turns to dust. lead is not used,no rick-oh-shits to bother you or other people.  Donot know if they are full load powder but did see on History channal that Mil uses them in house to house and room to room live fire. They are not wax but I belive some type of carbon.  Any one know about or have a link.  Ill bet they are salty. but just the cats ass for some that likes to punch paper and not kill, mame , or ruin drywall.

I know the Columbus Ohio SWAT team uses a "Powder" .308.  It is a bullet some how made of compressed powder (carbon?) that hits at short range with good power, but is still accurate.

Is this round something like that?
