That's exactly correct.  In '97, Klinton signed an Executive Order that banned the surplussing of guns & ammo for civilian sales, so now, it either gets given to LEOs, other countries, destroyed, or demil'ed.  The ammo you're referring to came from [url]www.talonammo.com[/url], a company that demil's surplus ammo and reloads it.

This ammo is fine for practice & blasting, but given that real, new-production M193-spec ammo is just a little more, I strongly suggest buying that instead for any duty/defensive use.
