What is opinions on reloading mil spec brass.
If no change is made in bullet weight-type, military pulled ammo how much should powder charge be reduced-or if all specs stay the same
how much pressure increase is there? Most reloaders manuals only state a average reduction of aprox 10% on powder.
Most of my brass comes from reserve range-free.

Mil. spec brass is thicker than comercial brass.  So it has a reduced volume, that is why you must reduce powder charges when using it. If you didn't you could have a serious over pessure problem. Start low and work up your loads. Its good brass, but it can be more work to use if you have to remove primer crimps etc...

I reload Winchester and LC brass for my AR.  I can see no difference in the case volume.  Both weigh in the same range, and both perform the same with identical charges/primers/bullets.

.308 I understand is different capacity and may require charge reduction.

The biggest difference for the LC 5.56 is the primer crimp, which is easily removed.  It just adds one more step that may or may not be objectionable to you.
