So where can I find a barrel?  Im thinking 5" or 7".  Buying a complete SBR upper is an option as well.  Where should I look?  I checked spikes and CMMG which were no-go's.

CMMG should be coming out with the short barrels very soon. If you want a very accurate .22 barrel, check Clint Beyer.

Try Redtazdog, he makes some very highly rated barrels.  Here's a thread about subsonic .22LR barrels:

Barrel Length to keep .22 subsonic

I got lucky last summer and bought my Spike's Tactical 5.5" barrel off the EE.  It keeps Fed and Win bulk subsonic through my can.
