I went to the range with my AR 20" sighted it in at 50yrds with a 4x scope mounted on the carry handle..shot good groups. Then I installed my m261 kit in it and shot it. functioned well but shot 6" low at  5 o"clock . I  thought it might be fluke so I made sure everything was tight and shot it again. same result.

So is this normal?

I have got a Ciener Kit and it shoots low as well.  My windage is spot on with Federal bulk, but other brands the windage is off a bit.  I'd say it is normal.

It's Normal, .223 has much Higher Velocity and and a flatter trajectory over a much longer distance. 22 Long Rifle rounds are accurate to a much shorter range. The Bullets Fly a different path. If you have a Mil Reticle Optic, you should be able to use it to compensate when going from one to the other,,, with practice.
