I want a flat top receiver for my 6450, but I need some suggestions.

Should I just get a complete RRA upper? (I assume it would mate with the Colt with no issues)

Or should I just get a RRA flat top receiver, and have the barrel and everything else switched over from the Colt?
Would it be ok to use the bolt from the Colt in the RRA receiver?

Yes everything will swap.If you have the money,I say buy a RRA complete flattop upper.

i have been considering a similar problem. i will be applying for an sbr for my 6450  soon. i am concerned about losing value when the barrel is cut. i am planning to get another upper instead of messing with the factory upper. i think it may be cheaper in the long run to just have two uppers.
 colt uppers are not cheap, no uppers appear to be cheap. i think once i cut that colt, it has depreciated alot. same with swapping barrels and uppers.
 oth, if you can find a flattop reciever and do the work yourself, it would be cheaper that way and reversible. good luck.
