Would like to purchase the 'strip RRA lower receiver' in 9mm, was just wondering what is the different in them? is the 9 comes with block?

The only difference is the caliber marked on the side. If your buying a stripped lower it will not include the block, unless otherwise stated by the seller

Sorry if this is redundant, but does this mean that the LPK for the 5.56 can also be used in a 9mm build and that the only thing I'd need is a 9mm-specific upper receiver? And if not, is there a 9mm-specific LPK offered by anyone?

You would need a 9mm hammer, too. No 9mm specific LPK that I know of.
