Who can put a midlength handguard on a Oly 16 9mm upper?  Need to know if it can be done and who is the go to gunsmith.

Yes it can be done.  The sight base must be relocated forward, but there are no real technical issues, since there's no gas system on a 9mm.

Absolutely anyone who can set up your barrel in their drill press can relocate the base and drill for the taper pins at the correct location for midlength handguards.
