For an SBR build. Are the Israeli barrels all cut at 13" or is there variance in length? I am considering using a Brownell's 12.7" retro barrel assembly with an A1 flash hider. Of course, I will have to change the handguard cap for the round handguards.

From what I understand, the menusar barrels were cut down from 20" A1 barrels, with the muzzle threads beginning at the shoulder for the gas port.  Looking at this schematic from GM,



The barrel would be ~12.5-13" long.  Ergo you'd probably be just fine with the Brownells 12.7" barrel.
