It was the only thing I could think of, that in any way met the description. Those retention springs used to be almost free, seems like Sportsman's Guide had around half dozen for a few bucks, listed as Israeli imports.

I was wondering, do the lock washers get used with these. And if so does it go in front of or behind the collar?

I used to have a lock washer on mine.  From muzzle to chamber, Muzzle device -> Lock Washer -> Grenade Spring -> Barrel.  I will send you a $1 if you manage to get a lock washer behind the grenade spring.

I've also heard them called "Rose Pedals".

I think CA considers anything remotely involved with launching a grenade a destructive device even separate from the firearm. I know the Yugo SKS grenade launcher muzzle device is a no-no in CA.

No, the problem is that people outside CA don't want to bother taking the time to understand our laws, and so they just won't deal with us.  
Which is a major PITA sometimes.

As someone inside CA, trying to get things into CA that are perfectly legal, from people who have written us off, is a PITA, yes.

I wanted to bid on a Remington 870 a year ago or so, but the seller wouldn't deal with CA.  The 870 is 100% legal in CA.  I can walk into pretty much any gun shop and find a bunch of them.  But the seller refused to sell to anyone in CA.  

That's really lame imo.
